The ATR (A.TR) certificate is a movement certificate used exclusively in trade between the EU and Turkey under the EU-Turkey Customs Union. It is NOT a certificate of origin: it certifies that goods are in free circulation in the exporting country and allows duty exemption in the importing country. It applies only to industrial products and processed agricultural products covered by the Customs Union. Valid for 4 months. For Switzerland: since Switzerland is outside the EU-Turkey Customs Union, ATR is not directly applicable; EUR.1 under the EFTA-Turkey FTA is used instead.
