The majority of agreements stipulate that the EUR 1 certificate can be replaced with an invoice declaration in the following cases: for shipments of less than EUR 6,000, or without value limits for exporters specially authorized by the Regional Directorate of the Customs Agency with territorial jurisdiction (Circular No. 227/D of 7.12.2000 Customs Agency).
The “invoice declaration” must be completed by the exporter, typed or printed on the invoice, and must bear the original handwritten signature of the exporter. The text of this declaration, provided for in each agreement, is as follows:
“The exporter of the goods covered in this document (customs authorization nr…………(1)) declares that, unless otherwise stated, the goods are of preferential origin……………………” (2)

(1) In case the registrant is not an authorized exporter and therefore does not have the authorization number, the words in parentheses should be omitted.
(2) Mandatorily indicate the origin of the products.
